Tackling Water Loss: Our Leak Detection Program
Why We Took Action
When our treatment plant reached capacity, reducing water loss became critical. High treatment costs and growing demand made leak detection a priority—not just for sustainability, but for affordability. We also knew many private lines were aging, installed decades ago with whatever materials were available, and not designed for system pressures up to 125 psi.
In-House Efforts
Our initial approach was basic: using pressure gauges at hose bibs to spot rapid pressure drops, which indicated severe leaks. Several leaks were identified this way. After receiving a grant for meter installation, our formal leak detection program tapered off, as paying for water used will be a big motivator for private property leak repairs.
Professional Leak Detection
To address these issues, we engaged Velocity Water Services for a comprehensive program. The cost was approximately $22,000, funded through our Capital Expenditure Charge (CEC). The investment paid off quickly: the leaks they identified saved more than their fee in treatment costs within a year. Velocity provided detailed reports and pinpointed leaks we never suspected, helping us serve more customers with less water loss.
Lessons Learned
The program revealed several leaks, but getting property owners to complete repairs was challenging. In some cases, compliance required the threat of meter installation at their cost. Historically, this community has been very “do-it-yourself,” and standards were hard to enforce. Today, rising treatment costs are motivating residents to take water loss seriously.
