What is Road Rescue?
Road Rescue is a specialized emergency response service that provides assistance at motor vehicle accidents and related rescue incidents. On Texada Island, Road Rescue focuses on life safety, scene stabilization, and safe access to injured or trapped persons until care is transferred to BC Ambulance Service or other appropriate agencies.
Road Rescue responses may include:
- Vehicle extrication following collisions
- Embankment or steep‑slope rescue related to roadway incidents
- Assistance at incidents involving farm, industrial, train, or aircraft accidents where extrication tools and rescue techniques are required
- Limited water rescue when it is a direct result of a motor vehicle incident and appropriate training and equipment are available
Road Rescue is a rescue service, not a towing or recovery service, and operates under strict safety and training standards.
Who provides Road Rescue on Texada?
Road Rescue on Texada Island is delivered by the Van Anda Fire Department – Road Rescue Team, operating under the authority of the Van Anda Improvement District (VAID).
Road Rescue services are established and regulated by VAID Road Rescue Service Bylaw No. 176, which:
- Defines Road Rescue and its scope
- Assigns operational authority to the Fire Chief
- Sets training, membership, and safety requirements
- Authorizes response outside VAID boundaries when requested through appropriate channels
Road Rescue responders are volunteer members who receive specialized training and maintain ongoing competency in accordance with applicable Provincial and national rescue standards.
Service Area
Road Rescue services are provided across Texada Island, including Van Anda, Gillies Bay, and other accessible areas of the island.
Texada Island presents unique rescue challenges, including:
- Long response distances between communities
- Steep grades, sharp curves, and minimal road shoulders
- Unpaved and industrial forestry roads
- Seasonal population increases and high visitor use
Island‑wide Road Rescue coverage helps ensure timely response to serious incidents wherever they occur on Texada.
How Road Rescue works with other agencies
Road Rescue operates as part of a multi‑agency emergency response system. Depending on the incident, responses may involve coordination with:
- BC Ambulance Service (patient care and transport)
- Police services (scene control and investigation)
- Emergency Management BC (provincial coordination and reimbursement programs)
Road Rescue responders follow an Incident Command structure and prioritize responder and public safety at all times.
Training and safety
Road Rescue involves complex and high‑risk operations. All Road Rescue activities are conducted with a strong emphasis on safety.
Key safety principles include:
- Responders operate within their training and equipment capabilities
- Formal risk assessment at every incident
- Use of approved personal protective equipment (PPE)
- Ongoing training in extrication, rescue techniques, first aid, and scene safety
Road Rescue operations may be limited or modified if conditions are unsafe or beyond available resources.
Funding and oversight
Road Rescue is supported through a combination of local funding, shared emergency service resources, and eligible Provincial reimbursement programs.
Operational oversight is provided by the Fire Chief, who reports to the VAID Board of Trustees. Budgets and service priorities are reviewed annually as part of the District’s financial planning.
