New Water Service or Connection

This page explains the process and requirements for connecting a property to the Van Anda water system.

If you are new to the District or unsure whether your property already has water service, please review the Information for New Owners page first. It explains how to determine your property’s status and which application applies to you.

All applications for new water service must be made by the property owner and require approval by the Board of Trustees before work can begin.

How to Apply

Applications must be made in writing by the owner, signed by the applicant, and delivered to the Administration Office. Delivery can be made in person to the office, mailed to VAID at Box 115 Van Anda, or emailed to contact@vananda-id.ca.

The application must be accompanied by requested documents and applicable fees. Fees can be paid by cheque, by e-transfer to contact@vananda-id.ca, or online if you bank with First Credit Union.

Some connections require additional system capacity or upgrades and may be subject to a Capital Expenditure Charge, as outlined in VAID bylaws.

If water service already exists:

For change of ownership and requests for water service where there is an existing connection, use this form Change of Ownership or Water Service.

If no water service exists:

If your property does not currently have water service, you will need to apply for a new water connection.

  • Connections will not be made until all fees are paid in full, or alternative arrangements have been approved by the Board of Trustees.
  • A Capital Expenditure Charge may apply in addition to the connection fee, depending on the circumstances of the connection.

Once the application is approved by the Board and all fees have been received, VAID will install the water service connection from the main pipeline to the property line, where the property line adjoins an established road allowance containing a District pipeline.

If the property line does not adjoin the road allowance, or if there are physical constraints, the service connection box will be installed within the road allowance as close to the property as possible.

The property owner is responsible for:

  • installing the service pipe from the connection box to the residence, and
  • securing any required easements.

All service pipe installed on private property must be inspected and approved by VAID before being covered or buried.

Board approval is required before any work related to a new water connection may begin.

Construction standards (after approval)

These standards apply to the portion of the water service installed on private property and must be met before water service can be activated.

  • Service pipe must be municipal‑grade HDPE tubing suitable for potable water service and rated not less than 160 psi.
  • All fittings and connections must be rated not less than 200 psi and be suitable for potable water systems.

For subdivision or development:

For any other water connection, use this form: Development Application Form.

For subdivisions and other land development, it is recommended to meet with the Board early in the process to ensure water can be provided.

The application fee must be paid before VAID work will begin. The fee is:

  • $1,500 for a 3/4 inch residential connection
  • Cost to be determined by the Board of Trustees, for any other type of connection.

Any extra costs over the application fee will be invoiced when work is complete.

Installation cost covers connection from the pipeline to the property line.

Other costs

If a meter is deemed necessary, cost of materials and labor.

When infrastructure needs upgrading or extending in order to supply water service and fire protection to a new location, all costs are to be covered by the applicant.

New developments may be subject to a Capital Expenditure Charge (CEC).

Capital Expenditure Charge (CEC)

This fee is necessary in the District as every new connection adds to the water system’s actual & future costs, and is especially important as Van Anda has such a small population and very limited sources of funding.

The CEC is due when no or minimal contributions have been made to infrastructure costs in previous years. Infrastructure costs are covered by Parcel Taxes. Examples of situation where a CEC may be due:

  • A property that was previously outside the District is now included after a Boundary Amendment
  • Subdivision of property
  • One or more properties previously included in one Parcel are separated from that Parcel
  • Any other situation which involves development.
